Excellent breakfast / brunch plates. Welsh rarebit was delicious, recommend some merguez sausage on the side. All the poached egg plates were great. Don’t know why another reviewer was not happy with the coffee - it was very good. Lovely staff too.

Nice place but the coffee is awful ,tasts like cheap coffee,had to leave half of it,the girl that served us,would'nt have said' thank you .if I had'nt said it first,no communication,at least the coffeee in Costa and coffee one is first class and a choice,plus the staff are trained to communicate.So won't be coming here again.

Evening! Came here to leave a review after visiting this weekend whilst catching up with an old motorcycling buddy. However, I was sidetracked by reading the profiles of recent 1 star reviewers. It really makes you question who these people are and why they even bother leaving there homes…. Maybe a cheap, poor quality meal is what beckons them outdoors, like moths to a flame or flies to pavement presents left by canines. I can gladly say that my visit this weekend was top notch! Furthermore, I had ordered poached eggs and they were so far from what the other reviewers had moaned about. Same goes for my coffee to! Besides, anyone who orders a coffee “extra hot” should stick to greggs or the local greasy spoon. As stated, I visited this store as my buddy lives just down the way on marine drive, he’s held together with plates and pins so it’s close enough for him to walk but not as far as the bars in the town. He frequents this place often apparently and I can see why. Upon arrival, I was greeted by a tall handsome gentleman who, of more confident, I’d have high fived because his energy was worthy of one! I informed him I was meeting a friend and wanted to wait before ordering. “Not a problem sir, there’s a table by the window, make yourself at home” he replied. After his daily hobble, Roger arrived and we ordered food and coffees. I opted for the poached eggs and added both spinach and smoked salmon - all you foodies scoffing can do one! The eggs were just the way granny made them, gooey in the centre with just enough runny stuff to be left in me old tache once finished. Rog chose a soy tofu sandwich thing, not my choice (my daughter is a vegan so I eat enough of that when visiting her) but it smelt great and Roger is worried about his heart health so was happy as punch with it. My coffee was great, ordered two flat white and the temperature at which it was served meant I was able to enjoy it immediately and taste all the wonderful fruity flavours of that particular bean! Roger ordered one of the teas they’re known for, silver daggers or something like that. Again, not my choice, but his wife is a big tea buff and after thirty odd years of marriage, I think she’s rubbed off on him. Excuse the phrase. Anyway, before I waffle on for too long, our experience here on the weekend was excellent. There were no shouting managers in ear shot, no cold coffees and certainly no watery undercooked eggs. The staff here are excellent, the perfect mix between professional and personable. They’re not stiff in their manners like some of the pretentious places but they’re obviously passionate about what they do. Maybe some of the previous reviewers caught them on a bad day. Even then, these young whippersnappers sacrifice their weekends so old codgers like us can catch up and reminisce. Give em a bloody break I say, stay in your house and watch reruns of I’m a celebrity. No doubt you’ll enjoy that Tory wet wipe you voted for chowing down on some kangaroo rings. Cheers to the staff for a great day out, next visit I’ll bring some beers for you to enjoy!

Waterloo Tea has been going down hill over the last couple of years but the last few visits have proven it really is unsalvageable! I definitely won’t be going back and would advise people to avoid at all costs. From rude management that shout at their staff in front of customers, consistently cold drinks (even if you ask for them extra hot), the same dry selection of cakes they’ve had for nearly ten years to really poor food that they charge an arm and a leg for (I’ve regularly been served undercooked poached eggs and just a complete lack of effort like serving raw versus wilted spinach with their eggs florentine). As a loyal and regular customer both for the cafe and online shop, I can’t believe how bad it’s got here. There really is nothing positive to say anymore and I’ll take my custom elsewhere from now on.

We popped into Waterloo for some brunch after a dog walk and we were impressed by the spacious and airy tea room and the happy atmosphere. Our dog was made welcome and the kind gentleman who welcomed us in made a fuss of the dog as did the other staff. We had excellent toasties and coffee and even stayed for a smoothie. This will be our new go-to coffee venue in Penarth for the hospitality as much as the food. Thank you so much 😊

We have been going here for a while, but will never go again. The food is good in fairness but there’s one thing I hate when I go anywhere; the feeling of being completely ripped off. I had the avocado on sourdough with feta and chilli oil, salad etc. My wife asked for avocado with sourdough. Sourdough is about £2 and the avocado £3 as a side. Mine was about £8. That’s fine, no issue at all. However we got to the toll and they charged us the same price for both. When I queried why the avocado on toast was charged at £8 instead of £5, the manager said it’s because that’s not on the menu and as there’s no button on the till for it, they just put it through the same a mine. I responded by saying that’s not correct, but she dismissively shrugged her shoulders and wrote down the e mail for the business owner. I e mailed the business owner and two weeks later still haven’t heard back…..as I said, we won’t be going back.

Came down penarth pier with my grandad. It was a bit chilly and we both fancied a coffee went in had a look and had a variety of beautiful and colourful cakes and had to try some :) We both enjoyed our cake and coffee was perfect

We arrived at The Washington about 11.40 and made ourselves comfortable as it looked inviting and child friendly. Our 17 month year old was excited at the prospect of sitting in the high chair and having something to eat with us. He had his eye on a couple of the toys provided to occupy himself for a little while. My husband and I really fancied a breakfast style food however accepted when we saw the time that we had missed breakfast (11.30) however at this time a gentleman (clearly a regular) was placing his breakfast order and the staff were happy to make him scrambled egg with spinach. Obviously his usual despite it being 11.45 by now. My husband and I are respectful of times and therefore had a quick look around to see if there were any menus so we could order probably a sandwich or something for lunch. There were no menus around so I approached the counter to be told quite abruptly that they were not serving food. Breakfast had finished and they don't start again until 12.I had to ask again to see the menu which I was given reluctantly and reminded again that I couldn't place my order for 15 mins. I found this such a joke as they had not realised that I had just witnessed one of their regulars being granted a food order minute's before me. Obviously The Washington serve who they want to and then treat new customers that badly. That is shocking and something I have not witnessed for a very long time. My husband and I felt insulted. Why should we have to wait 15 mins and with a hungry 17 month year old who would have enjoyed the kids menu if we had been allowed to see it. Obviously our money is not as good as other people's. Well, it is and we promptly took our business over to the Windsor tea rooms where we treated equally and fairly. We will never attempt to eat at the Washington ever again.

I usually like the Waterloo tea rooms but yesterday was dire. I did stay for a post of Assam tea which was lovely, but the place was very dirty. Sorry, but the bottom line. The lovely thing is it is child friendly but it because there are no soft furnishings as such sound echos around the room.

We just went in for a coffee we both drink ours black and as most black coffee drinkers will agree it has to have body and taste, sadly ours didn't. We could tell when it arrived it wasn't going to be good. The food looked good and it was very busy but sadly we will not be going back.

Pick a bright day and you won’t go far wrong by sitting outside on the benches with a tasty lunch & fine coffee and enjoying the endless views and the sunshine. The refurbished Penarth Pier is quite some delight and the views to England, Flatholm and the Severn Estuary are special. Very interesting lunch options - the grilled halloumi and tzatziki ciabatta was an absolute hit!

We stopped by after a bracing Sunday morning walk and had a lovely light lunch of crushed avocado with poached eggs, coffee, tea and cake. There is a wide variety of tea to chose from and coffee for non-tea drinkers. Staff are very friendly and helpful. Well worth a visit if in Penarth (there are less/no sofas than in their Cardiff central place)

Lovely place to drink and eat with friends when out on the beach / pier in Penarth. The tea is loose leaves and it comes out with small timers so you can get the perfect brew. Rather cute! Dog friendly and the staff are polite.

It was a gray and chilly (although attractive) day on the Penarth Pier when we found the Waterloo Tea House, and we loved it so much we did not want to leave. The food was delicious (one person had soup, one cake, and I had Paprika Lamb Stew) and the service was also great. I highly recommend a visit.

Oh my giddy aunt this place is good. Not only does it look amazing, with its art deco charm with incredible views of the Welsh coastline, the food is fantastic. It's really reasonably priced for the quality with all tastes are catered for. We had super vegetarian dishes. An unbelievable range of teas which is so refreshing ,with the whole coffee culture thing , it's nice to get a decent brew. They even set an egg timer to let you know how long to let it brew! We loved this place and stayed far too long. Friendly staff too.

The vegan chocolate avocado cae is a revelation! Really good breakfast and lunch menu too. Whole range of teas to choose from, and staff are often really good in recommending based on describing what you like/are in the mood for. I find the brewing timer a little bit gimmicky, and I also always get chatting to the person I'm with and forget about the tea!

Visited Sunday afternoon at the one on Penarth Pier. Busy but enough staff. Waited over 15 mins for a cappuccino and lemonade. When they came the coffee was luke warm so had to ask for a fresh one. Food took (cake and sandwich) 25 -30 mins to come. We asked them to clear the table and this was not done until our food arrived. Food was nice but not worth the wait and poor service. I've experienced bad service and/or food more than once in the different Waterloo Tea rooms now so not impressed with the chain!

Was lucky enough to receive an afternoon tea voucher as a gift, excellent experience. Huge range of teas to choose from, superb selection of sandwiches and savoury dishes, scones and cakes! We had to bring some our cakes back as we were so full. Great service. Thoroughly recommend.

I'm impressed to have found a tea shop with such a good selection and which provides you with a timer to brew your tea to a good strength. However the prices are quite high - Darjeeling (though tasty) is not quite worth £3.50 a pot and I can't imagine what makes one of them worth £5.50.

We stumbled across Waterloo Tea and I’m so pleased we did! The atmosphere was perfectly laid back for Sunday brunch. We both had avocado & feta on sourdough with added poached egg, and it was a delicious & filling plate. Coffee = perfect, earl grey loose leaf tea = perfect. The service was great too.

I rang on friday 22/6 to book a table but no answer, so i tried a few time during the day as still no answer, i eventually gor an answer at 4pm but the person put the phone down, i rang straight back and a young girl told me we are not taking calls as we have a private function....obviously they do not want any more business..i wont be calling again.

I visited the teahouse with family on a Sunday. We wanted to sit together obviously so moved a table a few inches, and I mean a few inches. A staff member asked (probably more instructed than asked!!) us to move to another table for 4 which was right by a door that doesn’t close properly. It was a very cold day so we certainly didn’t want to sit by a constantly open door so stayed where we were. Unsubtley whilst we were still there a notice was put up in the cafe “PLEASE DO NOT MOVE TABLES UNTIL YOU ASK”. If we had caused an obstruction by moving a table a few inches fair enough however that was not the case, the table was still inline with others so the aisle was unobstructed. Great Staff Waterloo!!

Whether you're popping in for coffee and cake, breakfast or lunch, Waterloo Tea is always excellent. Despite being a tea house, the coffee is the real star. Delicious filter coffees (a choice of pour over or aeropress) never disappoint. The cakes are incredible, particular shout out to the chocolate salted caramel cake. Breakfast is also superb, their avocado on toast surpasses all efforts made by other restaurants.

I stopped by here for a nice cup of coffee, the place is well decorated and the staff were polite and friendly, I took a seat in a comfortable chair and waited. There were about ten people in the café when I sat down, the coffee took less than ten minutes to arrive and was decorated with a swirly froth. When I took a sip of my coffee I was a little surprised to find the froth cold to the touch on my lips, I tipped it further and found the coffee itself was barely lukewarm, Oh dear I thought, the waitress must have heard iced coffee not a nice coffee. It did come in one of those big thick heavy coffee cups, maybe these need to be warmed a little, anyway two and a half quid on a cold cup of coffee isn't a game changer but I left disappointed.

There are now a lot of good tea and coffee shops springing up around Cardiff.I have reviewed quite a lot of them.But Waterloo Tea in Penarth wins my award for best all round Tea/Coffee Shop.You cannot go wrong hereGreat Coffee 9.5 / 10Great Food 9.5/ 10and the No 1 most friendly staff of all the coffee shops. 10/ 10(Manager: We were there morning of Sat 4th and the staff were fantastic. Well done!)

Took a walk from Cardiff Bay to Penarth via the barrage, looked for lunch and found the Waterloo. Brilliant sandwiches, tea and coffee. On ordering we were warned that I could be a 25 minute wait as the sandwiches were made to order and they’d just taken a couple of larger orders but in fact it was only about 10 minutes – just time to enjoy a flat white. Staff were friendly, tables and surroundings clean despite being towards the end of a busy Saturday lunch time. Food well-presented and at a good price. Will be back.

Disppointed, to be honest. The tea and cakes were delicious and there was the usual good selection of delicious and freshly- made cakes on offer. However, there were a few minuses. Not all the teas were available ( this is a new experience for us as fairly regular customers ). There appeared to be some understaffing issues- one person coping with quite a few orders with the inevitable mistakes made as a result. Tea cups and pots we received with our order definitely need replacing - scratched, scuffed etc. Think Waterloo Penarth as a satellite of the main business hub in Cardiff could do with a bit of TLC. Great shame as we have always been prepared to pay a little bit more for the usually superior quality on offer from Waterloo Tea House, when compared to many other coffee and tea houses in the locality - especially the big brand names.

I was treated to Afternoon Tea here. The staff were very pleasant and helpful. They have about 30 or more different types of tea to choose from to go with the selection of dainty sandwiches, a slice of cake from a choice of homemade cakes and a scone with cream and jam. They have gluten-free, vegan and FODMAP-friendly (great for those with IBS) cakes available. The surroundings are pleasant and when you have had your fill, you can take home any leftover cake in a little box to enjoy later. Recommended.

I popped in on Sunday for a quick cup of coffee and cake. We had 2 children with us who were hungry and just wanted a warm drink and a slice of cake. As we got in they were just wrapping the cakes up in cling film, I ask for a hot chocolate and a slice of cake. I was told that we could have the hot chocolate but not the cake! As the children had seen the cake they were very disappointed about this, it was as if the staff couldn't be bothered to get the cake out and cut it and give the children some cake. It seemed like the staff just wanted to close the cafe and feet Everyone out as it was 4.40pm. I know that they could of got the cake out but the customer care and service was poor. The hot chocolate was nice but it took about a while to do, I won't be going back here again, it was my friends first time here and she was very disappointed as well.

I regularly visit the Waterloo tea rooms but I find they're progressively getting worse. This coffee shop used to be 10/10, now I find the shop is often too cold, the drinks are never hot, even when I ask for extra hot they're still just warm. On several occasions I have ordered toast but the slices are getting thinner and thinner and the toast is never hot. When I looked into the kitchen I can see 1 member of staff serving, making the drinks and the toast. No wonder everything is cold. Such a shame. Your asking customers to pay £2.50+ for tea/ coffee and £2.00+ for toast, at the very minimum I expect it to be hot.

Been here twice upon recommendation of a friend and has been great both times. Earl Grey tea was really nice and went great with chocolate cake with avocado icing! The staff are also really nice and helpful!

Very enjoyable afternoon tea. Vegan cake and scone. Delicious sandwiches offering excellent fillings. More tasty than most!Booked one week in advance and specified allergy. Not ready when we arrived, didn't seem to be ready for my vegan food and nothing was ready for twenty minutes. They even forgot that there was egg in cake!Only one choice of vegan cake which was ginger. On the plus side the staff were so sweet and attentive. Also the cake was lovely and moist.

I'm a regular at Waterloo Tea but the food and drinks can be very hit and miss. Today I asked for a cappuccino extra hot. I shouldn't have to ask in the first place for hot coffee but these days you do. What turned up was horribly lukewarm. I took it back where rather than make it again it must have been microwaved. I wanted a haloumi salad. haloumi is my favourite cheese but has to be well grilled or fried to bring out its unique flavour. What I got was barely warm haloumi cheese which is disgusting. There wasn't any golden colour anyway just warm white, tasteless pieces of fat. To make it worse the chef put it at the bottom of the salad bowl to be drowned in the salad dressing. So now it's luke warm, wet, floppy white rubbery cheese. If you don't know how to serve haloumi cheese then don't offer it. Quite disgusting and I left it. I didn't have the heart to send that back as well. I've also noticed that the staff at Waterloo tea never ask the customers whether their meal is okay or not. Isn't that the norm when there is waitress service?

My mum and I had afternoon tea here on Monday. It was beautiful and very filling. We took home a doggy bag! I tried the lemon and verbena tea and mum had and elderflower sparking water. The cafe lacked a little character, but staff were very friendly.

Visited here today for a coffee and some lunch, my husband and i had a sandwich each, coffee and a tea, it's not the cheapest place for a cuppa but the food and drinks were good quality, i was really impressed with the vegetarian and vegan options as i'm vegetarian and it wasn't just a bog standard cheese and pickle sandwich. If you're in the area or just want a nice little spot for a good cup of tea or coffee then you wont go wrong with this place.

Sorry but not really value for money, coffee cup size very small and cakes a bit on the dry side. Not a great deal to chose from if you don't like tea. Bigger cups or a pot of coffee like the tea drinkers get, you pay enough.

Popped in half way through my cycle ride just by chance as was passing. Was greeted by very friendly and helpful staff. Ordered breakfast tea and a slice of almond and orange sponge. When served the member of staff was really friendly and we chatted about their cakes. I was delighted to discover the cake was made with ' healthier' ingredients and tasted Devine. As I am a Keen cake maker I was intrigued about the ingredients used and was delighted when the member of staff was able to advise me of what ingredients were used and where I could obtain them from. The cake I had was wheat free and sugar free so excellent for diabetics too . Will definitely be going back there and fully recommend you to visit.

I chose the Chai tea as that is what I drink at home. It was not that strong and I did like the timer used for the brewing time. Clean establishment. It was a dreadful day weather wise and the door kept remaining open and they should get this fixed as they are self closing ones. courteous staff.

I have been to Waterloo many times and their food is always excellent - I particularly like their sweet chilli cheddar sandwiches! They are not any sandwich... they are delicious! A couple of things they could do to improve - the side door never shuts by itself and in the winter you have to get up and shut it if somebody forgets to close it and when it is raining the windows steam up. But apart from this it is good service.

Great service at Waterloo Tea house. I was curious about how they made their Iced chai tea and was shown both the hot and cold mixtures they use. It was great to see them using their own mixture instead of the powder you get everywhere else! It was beautifully presented and the atmosphere was very chilled. Thanks for a great Sunday afternoon.

Have regularly supported this coffee house but a couple of recent visits have been so disappointing. Today a breakfast trip with family and friend was not good. Scrambled egg breakfasts were cold. The quality of cooking was very poor resulting in a tasteless and dry plate of food which hardly improved after the first delivery had to be returned to the kitchen waste-bin. Service, however, was polite and receptive. Local competition is fierce.

We went for a friends birthday afternoon tea. Although the setting isn't as 'special' as other afternoon tea venues, the quality of the afternoon tea & the staff were amazing.You get to pick your cake from the counter which is great, and the sand which filling are delicious, roasted vegetables, salmon, pickle & pesto.There's so much choice of tea and the boy serving us was so informative and friendly (can't remember his name but we did tell the manager at the time as he was so lovely)We had a bottle of prosseco for an extra £2 eachIt was really lovely and definitely the place to go if you're fancying an afternoon tea!Very reasonable prices also

Enjoyed a lovely afternoon tea for two. Hugely extensive tea list and the staff working were very knowledgable about this. The afternoon tea consisted of three types of sandwich, warm scones and a single choice of cake. We didn't get any service when selecting cakes and missed the chocolate avocado cake that others around were having and I had huge cake envy. The service was generally quite good but once we had eaten we struggled to get any attention for us to pay the bill. I would go again as overall it was great but I wasn't blown away by our cakes selected (good excuse to go back and try the others I think)

This was only a flying visit for a quick coffee as I was in Penarth on business today, but I just want to highlight how absolutely excellent the young male barrista was. He was so welcoming as soon as I walked in, had excellent coffee knowledge and offered a range of different flavours. "I can make you any coffee you like!" he said.When I settled for my plain old boring latte, he took it to a table for me and took an interest in my day, my visit, and offered me tips on nice places to visit. Coffee was delicious too!When I unexpectedly had to rush my coffee and leave, I was so gutted! it was so cozy and welcoming I didn't want to get back to work! I apologised and he was so lovely again, and said he looks forward to welcoming me on my next visit.I can't remember his name, but I know he is a photographer. Hope this guy gets some credit, because he is an absolute asset to this already lovely cafe.Can't wait to try a cake next time!

I've visited Waterloo Tea Rooms in Roath and the Wyndham Arcade in the centre of Cardiff and enjoyed some of their vast tea selection and tasty cakes. The Penarth tea rooms is no different, offering a large selection of teas and some different cakes. We tried the lemon and lime cake which was lovely but the orange and almond cake was nice but did not have as much flavour. It's always very clean and comfortable and a good place for a light lunch or a catch up tea with friends.

Had the most delicious sandwiches here for lunch - fantastic slow roasted pulled lamb on ciabatta with pickled vegetables and very tasty slaw, great halloumi sandwich and fantastic Welsh rarebit with leeks. Big sizes so nice and filling. All served with really good salads with very good dressings. Extensive tea menu, served in attractive tea pots and cups. A previous review said children not welcome - we visited with a 4 year old and 7 year old and felt entirely comfortable.

Normally I love this place but just had the worst Welsh Rarebit ever. A lukewarm/cold creamy sauce that didn't taste of cheese let alone all the other stuff that goes into a rarebit. Sent it back. Just gross. The added leeks added nothing! Back to the original recipe please guys!

We popped in for tea and cakes on Saturday afternoon, it was quite quiet.I had a pot of Ceylon and my OH had a coffee. My tea was nice, my OH thought his coffee tasted peculiar and didn't drink it. The cakes were lovely though - my Victoria sponge and the OH's salted caramel were both delicious and moist. I would go back, but I'd avoid the coffee.

Limited hot food choices, only allowed four alcoholic drinks, no Prosecco unless you pay extra, plus side staff are very good. A gentleman tried to purchase a glass of wine outside of the limited four drinks and was told he would have to purchase at the main bar. Don’t use unless you get free access through loyalty programs as very poor value for money.
