Had a lovely lunch here. They cater really well and understand vegan, gluten free & other special diets - a range of choices, even a fantastic gluten & dairy-free pistachio and strawberry cake. Plus wide range of teas & other drinks.

Yum for lunch if you're passing. Service is bit sloppy and inattentive, and the dining area needs a deep clean. Dirty floor, chairs, window sills.. come on management see to it.

I came here after hearing about the numerous vegan options available here and I was not at all disappointed. There was plenty to choose from for both me and my meat-eating friend. We were both very happy with our cakes and mains and would definitely come again!

I have called in for a tea and cake or lunch many times. The range of teas available is the largest I have ever come across. I prefer green tea and have worked my way down through most of their list, every one is good so far. The lunches; soup, sandwiches and cakes are freshly made on the premises, always a little different and interesting. I would thoroughly recommend this tea shop.

Very disappointing experience. Booked in advance. Voucher for two from family. Poor service, very unexciting sandwich fillings, choice of cakes limited. Out of date by a year apple juice for children replaced with bottled water. Very slow response to this and to request for hot water to top up tepid tea. Staff were apologetic but an altogether disappointing experience compared to past afternoon teas taken at the Penylan Waterloo Gardens "sister" establishment. I certainly could not recommend our experience.

When the Washington originally opened in Penarth it was quite good but once the management moved on the quality dropped which meant that we stopped going. Last week we tried again and we were disappointed with the service well below standard with the waiter clearly not trained - knives and forks arrived after our food did even though there was no reason for that to happen. Place wasn't busy and we had already received our tea which would have been the logical time to have brought the utensils out. For breakfast we had the poached eggs which used to be our favourite but they were very average and the toast was so hard you had to break it as it couldn't be cut. So all in all a little pretentious and overall expensive for what wasn't a very good experience. Sadly the place will probably do OK as there isn't much choice around especially in terms of something different rather than the usual fry up

Nice setting here with all the right things inside. The cakes and teas can be a little hit and miss, teas are usually fine (Speciality of the house) Coffee and hot chocolate a little more risky! Some of the cakes are very plain and some are very unusual and nice but all are home made. The cost does seem to be a lot more that the normal coffee shops but it remains popular with the in crowd in Penarth. It is only the cost that drives down my rating and one poor cup of coffee.

I asked for a small, strong coffee (as a cappuccino) and was assured that would be ok. However it wasn't. It was just a load of milk! Where was the coffee. I used to like this place, but will stay away until the service gives me what I asked for. I cannot comment on the food.

Popped in here on the off chance with friends earlier this week. Didn't really know what to expect but what a pleasant surprise. Vast range of teas- not my thing but friends loved them. Decided to order lunch as the ambiance was so nice and the food on other people's tables was tempting us! I'm vegetarian so decided on the vegetable linguine. To my surprise, my two omnivore friends went for veggie options too as they looked so fresh and tasty. Nobody was disappointed. The linguine was delicious- vegetables not over cooked, as they so often are, and a lovely flavour throughout. Don't often revisit as we like to try different places, but based on this visit, we will be back. Service was good and unlike some places it felt comfortable and relaxed. Highly recommend.

I visited hw my mother and sisters after hearing many recommendations for the quality of the food and drink. As one of the most expensive hot chocolates in the town, i expected good things. They didn't offer skimmed milk which was disappointing but not essential. We ordered 4 hot chocolates and not one of them was warm, let alone hot. The staff swapped them but did bit seem happy to do so. I noticed a sign stating that you could ask for drinks extra hot which is good to know as I like my coffee red hot, however I don't think even half of the temperature intended for the hot chocolate was reached! Overall an expensive let down, I will not be returning

Myself and 3 friends visited Washington caffee shop on June 6th for a coffee/ tea and cake. There was one table available which was dirty and having told a member of staff it still wasn't cleaned. There were no prices shown on cakes and I can understand why now as the cost might put you off before ordering! Our pots of tea and coffees were warm not hot and my coffee came in a small glass served on a board! When asking for a proper cup of coffee I was told they were out of clean mugs! We were very disappointed having spend a small fortune.

After walking from Cardiff Bay to Penarth, my friend and I were ready for a good breakfast. Very good value at £2.99 for traditional breakfast and 90p for coffee, which could be refilled as much as you wanted. Speedy service

Stopped off for coffee after a very poor meal nearby. Great staff, very professional, Excellent Latte complete with latte art. have visited the Waterloo Tea Room Many times and this was as good. Will return!

We wanted a place to stop for a sandwich and tea in the city centre and so popped in. The quality of food was excellent - freshly made and so tasty. Really enjoyed the tea! Home-made cake so good! Service was of very high standard and the place was spotless. Would highly recommend it to anyone who wants to relax and chill out.

We were treated by our daughters to an afternoon tea in the Washington, Penarth. We have previously visited their Tea House in Roath, Cardiff, The Waterloo Gardens Teahouse. We caught the boat over to Penarth from Cardiff Bay, walked up to the town (steep hill) in time for tea. Having enjoyed the afternoon teas in the Waterloo, we were looking forward to our treat in their new premises, and were not disappointed. The staff were welcoming, very informed about the huge selection of teas on offer, and were not rushed at all in making decisions about which cakes to have from their large selection. It was a lovely warm day, and on arrival we were offered iced water before ordering. The sandwiches were freshly made for us, with delicious bread and various fillings. The scones were still warm from the oven, with loads of jam and cream. A lovely afternoon tea. Penarth has great individual shops, and next time we will come earlier so that we can look around. We walked back to Cardiff Bay across the barrage (about 45 mins)

Limited hot food choices, only allowed four alcoholic drinks, no Prosecco unless you pay extra, plus side staff are very good. A gentleman tried to purchase a glass of wine outside of the limited four drinks and was told he would have to purchase at the main bar. Don’t use unless you get free access through loyalty programs as very poor value for money.
