Absolutely incredible experience at Paper Moon Restaurant — five stars without hesitation! From the moment we arrived, the atmosphere was enchanting. Paper Moon strikes the perfect balance between elegance and comfort, with soft lighting, chic décor, and a relaxed, upscale vibe. Whether you’re there for a romantic dinner, a business meeting, or a night out with friends, the setting is just right. The service was outstanding — our server was attentive, knowledgeable, and genuinely passionate about the menu. We started with the Beef Carpaccio, which was melt-in-your-mouth tender, topped with shaved parmesan and a light drizzle of truffle oil. For mains, we ordered the Lobster Tagliolini and the Veal Milanese — both were flawless. The pasta was fresh and perfectly al dente, with a rich, buttery lobster sauce, while the veal was crispy on the outside, juicy on the inside, and served with a refreshing arugula salad. The wine list is extensive and thoughtfully curated. We were recommended a Tuscan red that paired beautifully with our meal. And dessert? A dreamy Pistachio Tiramisu that was both unique and indulgent — the perfect sweet finish. Every detail, from the plating to the pacing of the courses, was executed with care and professionalism. Paper Moon is a standout dining experience that combines authentic Italian cuisine with modern sophistication. A must-visit gem — we’ll definitely be returning!

April25- a gem of a place within the OWO. Service impeccable and staff knowledgeable and interested. Attentive but not intrusive. Lunchtime set menu. Three courses of perfectly sized uncuous food. Seasoned and good quality ingredients. Tried an anchovy "oil" on pasta; delicious. The passion fruit tarlette was amazing Decor tasteful and immaculate and movie themed. Would recommend. Not inexpensive but then it is part of Raffles!

Great service and a very nice place to come to. Food was not great however, and to be honest I had a rather bad tummy upset after eating the rather strange tasting anchovy starter here.

We stumbled upon Paper Moon while walking through Whitehall and were instantly drawn in by its warm, elegant atmosphere. Tucked inside the historic OWO building, it feels like a hidden gem—chic, intimate, and full of character. Although we didn’t have time to stop for dinner, the menu looked fantastic, and the space had such a relaxed yet sophisticated vibe that we instantly added it to our list for a return visit. The interiors blend classic Italian style with a modern edge—low lighting, plush seating, and a real sense of quiet luxury. It’s clearly the kind of place that would be perfect for a romantic dinner or a stylish catch-up with friends. Service looked attentive, and the staff were welcoming even as we passed through. Really looking forward to coming back for the full experience.

Foruth visit to Paper Moon and it was fantastic. The reason for writing this review is that it is such a consistently good place, whether I am on business or just with friends. A particular shout out to Mehmet for such professional service and advice on whats best on the menu. He is brilliant. Never had a bad or average meal at this restaurant and look forward to going again in June when I am back in London

I visited Paper Moon to celebrate my friend’s birthday, and the experience was exceptional. We were served by a gentleman named Nick, who mentioned it was his first day, but you would never have known as his service was incredibly professional, attentive, and welcoming. To make the evening even more special, the restaurant surprised my friend with a birthday cake, which was such a thoughtful touch. Everything was perfect from the warm ambiance to the impeccable service and the little details that made our celebration memorable. Paper Moon truly exceeded our expectations, and I highly recommend it for any special occasion!

Stefania looked after us when we celebrated my brother's birthday on 1/3/25. She made the experience so much better. The food, atmosphere, and service is impeccable. A must-try! We went on a Saturday night around 6/7 pm, and the place still felt intimate and relaxed.

I tried this place multiple times, however they can not stop me from keep coming. The food was amazing as usual, highly recommended the truffle pizza!!

My friend got us some vouchers, three course and a glass of Prosecco for £45. Very good value. The bread course had Sardinian crackers, so good! For starters, we both had 3 scallops which was very generous and then shared the sea bream and the rabbit meat tagliolino. For dessert we had a Panna cotta, it was okay. Slightly issue with the service, our table was placed in the walk way so the chair kept getting knocked and was interrupting our meal.

Sophisticated Italian restaurant. Excellent food. Elegant surroundings. Perfect service. A real gem.

The manager, I think his name was Michele (the short man) was very overbearing. He would try to talk to us too much when we were simply trying to enjoy a nice quiet meal. He doesn’t seem to be able to take a hint and wouldn’t leave us alone. He was very rude to the other staff and didn’t seem to be doing much work except talking excessively to customers who just wanted to eat their food in peace. He just made us quite uncomfortable throughout our time there and I don’t think we’ll be coming back anytime soon purely because of him. Which is a shame as the other waiters and staff were very kind and accommodating. Specifically Amanda, she was a pleasure to have around and seemed like she had a lot of knowledge and experience (and knew when to leave us alone!). The food was very average and nothing special.

6 stars for the Paper Moon penne Pasta. We walked in without reservation, they accommodated us kindly. The hotel and design inside and outside is beautiful - perfect for nice pictures with the Christmas tree in the center. Staff and manager were really kind to us. We ordered the margarita pizza, burrata, white sauce truffle linguine and Papermoon Penne Pasta. I did not even have a bite of the truffle linguine because the penne was amazing. We ordered a second plate because of how much we loved it. Our chef came out to thank us for our compliments and even gave us a free third portion of the penne pasta. So sweet. Small gesture but so kind of them. Please visit!

Great ambience, impeccable service and very good food.

I blame it on the crowd. The restaurant was full and I suspect the kitchen was overwhelmed. The risotto was too cheesy. The seabass was overcooked and dry. Service was very slow. Took more than two hours for the dinner. Rather disappointing.

Delicious food. Incredible service… fast, friendly, and helpful. Everything we ordered was over-the-top good! The deep fried artichokes were tasty. The Pizza OWO was made perfect. I think I could have eaten the whole pizza myself… 😃 It was about a 14” pizza. I would highly recommend the Paper Moon London. The only drawback was the music was a little too loud at times.

Love this place. The dining room is intimate and team genuinely want to look after you. I had superb time sitting at the bar with lovely glass of red wine, an espresso and a world class tiramisu!

Excellent customer setting, plenty of helpful recommendations and guidance, beautiful setting with plenty of warm ambiance. Food was freshly sourced and very well presented. Cocktails were amazing, my husband said it was the best Old Fashioned he has ever had. We thoroughly enjoyed the occasion.

Amazing food and great hospitality

Located in the magnificently beautiful Old War Office (OWO) especially at night, this restaurant truely deserves a stellar rating. Beautiful and cozy interiors but their main star was the exceptional service. I briefly asked about the valet parking services and a very helpful young lady actually went out to enquire and returned with the accurate information. I was slightly embarrassed that my two friends were being unreasonably demanding with the menu options, however, not only that our server and restaurant manager did their utmost best, even the head chef attended to their demands which was really professional of him. The food was great with cocktails, champagne and wine list options abundance. Well done Papermoon. (NOTE: they are very expensive though).

Everything is very tasty, with wonderful Italian cuisine. It's interesting that this hotel has a room that once belonged to Winston Churchill.

I went to eat dinner for two last night, the food was really good and tasty. The service was very pleasant, the staff takes care of the customer throughout the meal.

Ok so I really love paper moon Milan and have been dying to try this one! I think the food was better than anticipated few key points to work on though 1. Music was way too loud and annoying in the dining room! Turn it down people want to have a conversation and it’s not that nice of music either 2. Food overall excellent - roast veggies which is always my fav part and so underrated was delicious but way toooo salty it’s like they spilled salt on top. 3. Service was ok- people need training the original guy I had was not professional maybe he was in training and was just lending a hand ? He couldn’t suggest dishes and he said he doesn’t like any of the seafood pastas - :/, some of the other staff seemed annoyed. I will 100% be back and I highly recommend but I also recommend fixing the above. Thank you!

The food was terrific. Homemade pasta was great and they did have a good wine list. That being said, the wine prices were way too expensive- I have purchased many of the bottles in the menu, so I know the price of them; so I found that their markup in price is extreme. Outside of that, everything was amazing. Still getting 5 stars.

First time visiting Paper moon and it did not disappoint. Excellent taste of Italy . Loved their pink sauce pasta , the pizza was crispy and thin , the Aubergine was just brilliant. Do not miss the cannolis in the desert . Only sad thing was their lamb was over cooked and chewy. I also wish they offered valet parking free of charge, it is sad such a big hotel where we spend a lot cannot offer this service to their customers

We really enjoyed this hidden gem! My husband and I came for our anniversary last night,the atmosphere was relaxing, cosy, familiar, all the team was kind , attentive and chatty. Food delicious, salmon and tuna tartare, amazing gnocchetti ricotta with truffle, chocolate mousse with coffee granita and bavarese with strawberries and ice cream. Thank you to the Bar Team for the cocktails, fumo passion and spicy margarita were perfectly made and the smoked taste of the cocktail is something interesting to try! It was a shame for the asparagus risotto as I love the risotto that came really dry but I am sure that it will be mouthwatering next time, like all the food we got. As it was our anniversary dinner they prepared a complimentary dessert and put in writing" Happy Anniversary" on the dessert plate, it was so pleasant! They offered a glass of passito that it was pure nectar for my soul and for the gods!The hotel is gorgeous, the restaurant is stunning, elegant but warm and very clean but what we enjoyed the most was the familiar atmosphere, everyone from the team smiled and it was always ready to help. The restaurant was busy but everyone was calm and confident. Great team, great managers. A big thank you to Stefania, she made our evening,lovely fresh starter in the restaurant, she is a natural people person, kind, warm and empathetic, able to genuinely interact with customers and created a bespoke experience for us, as we felt like at home far away from home. Beautiful hotel Dishes mixed- Octopus great, burrata average, mixed veg poor (bland flavours), paper moon pasta great, pizza poor (lots of flop, wet), tiramisu great also. Very good wine selection Limited atmosphere as quite empty- although was Monday night. Entrance could be better decorated. Entrance staff very friendly Wait staff good but felt a bit rushed, on 2 occasions tried to clear plates whilst dishes had food on them ?maybe because next course was getting cold but seemed odd to be rushed in empty-ish restaurant Beautiful venue though

Rate 4 stars as there is always room to improve for anything/anybody! But the overall experience was superb - we know the high quality of the cuisine from its Milan Paper Moon, and we got what we expected. Just when we thought all antipasto and main dishes (scallop+ravioli with fish / red prawns+gnocchi with truffle+seafood pasta) were so good, the dessert Tiramisu won our heart. The staff there have been very friendly and attentive, we also had great chat with the restaurant manager Michele - we asked a lot questions!😅

Beautiful intimate restaurant, food was amazing. I was even surprised with a dessert plate as it was my birthday. The service was great, staff kind and I was also complimented by the lady waiting just as I walked through the door. Definitely recommend.

Completely average food, outrageously priced. Panna cotta was ok but the lamb chops were bland and the sautéed potatoes were tough and woolly. And the plate arrived cold! One of those places where people go to be seen but don’t really eat. Every time we ordered a cocktail they tried to push the house version on us. What a waste of money.

When I inquired about the availability of a seafood pizza, not only did Mehmet remember my request a quarter of an hour later as we began our order, but he also demonstrated an impressive commitment to customer satisfaction throughout our meal. The quality of the food was outstanding, with each dish showcasing the freshness and flavor that only top-tier ingredients can provide. Additionally, the restaurant's ambiance was nothing short of lavish, reflecting the expert touch of a skilled interior designer, which significantly enhanced our overall dining pleasure. Overall 100% would come back and recommend friends and family.

The food was similar quality as at a school cafeteria. Bland, uninspiring, frankly, every dish was a disappointment. You pay hundreds of quids for the location, ambience, service. But just not worth the money as the quality of the dishes has too big of an impact on overall experience.

Beautiful interiors but food poor-average. Poor quality ingredients lacking flavour. All dishes underseasoned. Needs a lot of work behind the scenes in the kitchen to make this worth revisiting.

In a word: underwhelming. The venue is gorgeous, and the service is impeccable. But the food? It was so mediocre and bland that it felt like I had just taken out a buttery microwave meal. I had the Valentines set menu and felt conned. The plating confirmed this was all style no substance. 1 tiny dessert to share between 2? Pasta which just simply tasted like cheese? Duck that was so tough I had to spit it out? All for the humble price of £200+. If the above is enticing to you, please feel free to come visit, I won't be recommending this place.

I had the most amazing birthday celebration here in Paper Moon London. Despite the full capacity that evening, the team was so attentive and fast with the service, we truly were impressed. The food is incredible and the atmosphere is just so cozy and welcoming. Mehmet and Michele - truly went above and beyond to make my day extra special. Recently opened inside the majestic Raffles hotel at OWO and we already dined here twice. One of the best Italian restaurant in London I have tried so far. Perfectly cooked and very nice presentation, well balanced quantity and high quality ingredients. I’m still craving their gnocchi with truffle. Creative and delicious cocktails alongside with Italians classics and gin-based cocktails. Delicious dessert, especially Tart Tatin and Pannacotta. Highly recommended for any type of occasion.

It’s a great italian restaurant! The ambiance is very welcoming and charming. Amazing wines, food and service. Staff are extremely knowledgeable and make great recommendations. We enjoyed a selection of the starters, truffle gnocchi, mushrooms risotto and pannacota for dessert-everything delicious! Will definitely recommend this place.

We celebrated Christmas Eve at this gorgeous restaurant with friends and family. Had few drinks at their beautiful bar while waiting for our guests. The decore is really chic with nice decorations, warm and attentive service, authentic Italian food and amazing cocktails.

I'm afraid I'm really disappointed. The food here just doesn't even close to warrant the high end prices. The parmigiana tastes like it's out of a tin. The risotto comes out already cold. Paper Moon charges top dollar, and you expect the best. Unfortunately it isn't even close. The only reason it gets two stars is that the manager is personable and skilled. But if you care in any way about quality Italian food there are so, so many better places to go in London.

Such a delightful restaurant. Our friend booked this for us to enjoy, she was spot on! The food was amazing, impressive service with the staff aiming to please. The manager was just so attentive. We left with a taste of Italy 😎. We are certainly going back. It was just the perfect evening with great food and cocktails. Thank you so much for your hospitality x

This is a restaurant, famous in Milano, for quality ingredients and on point cooking with good ingredients. This is also located in the new OWO Building, aka The Raffles group London outpost. Those 2 elements are essential to comprehend the reason for my ratings. We arrive in a taxi and are promptly opened the door of our cab before we even paid the driver. Very efficient, perhaps too efficient even, so a good omen to start with. We are then led towards our table at Paper Moon. We then go the cloakroom where there was 1 staff person and 6 people waiting to store their coats and umbrellas. After waiting to store our items, we reached the table and started having dinner. The cocktail list like promising but in reality the cocktails are not suitable for the type of food on the menu . They are too strong and too big, plus not inventive or original and lacking finesse. We ordered 2 pizzas to share together with some starters of Battuta di manzo( beef tartare ) and raw artichokes plus ossobuco and cotoletta milanese, risotto with truffle and ricciola plus the papaveri and the small calamari. We chose some Pieropan Soave to accompany the dishes we chose. The service was improvised, the starters were sometimes forgotten, and so was the risotto with truffle we ordered for 2 people. When it arrived it was not up to standard. The Ricviola was also forgotten and when it arrived it was not great . The dessert were a tarte tatin which was ok, despite not being a classic tarte tatin, a tiramisu which was bad, a sorbet that was unremarkable. At this type of venue we expected much better than this . The manager did all he could to ease things up, but this looked like a sinking ship with too many holes, impossible to save from sinking unless serious changes happen in the service and in the kitchen .

I have tried to spk to the relevant person in the events team to book for a celebration umpteen number of times and no one has had the decency to call back or reply to my emails. Absolutely appalling customer service!

Amazing service, great decor and super Team who really makes you feel looked after and helped in any way. The menu has plenty of great options and they are all well executed, scrumptious and beautifully presented. The pasta e ceci is super tasty, the artichoke and Parmesan salad is interesting, and the fettuccine al ragù are really yummy, panna cotta is superb and so is the mixed berries with ice cream. A must try

Had 3 meals here during our Raffles stay - very accommodating. Every item we ordered was delicious, great vegetarian options.

When i showed up they told me that we do not accept a baby. Although when I did my reservation I called to make sure they accept a baby and they told me of course we do.

Istanbuls most elegant and quality restaurant has finally opened in London and what an experience it was, from the front of house guest services to our amazing waiter Amanda, to the food and the venue everything was the amazing and the best as expected. Their desserts are huge and can be shared but the great waiters notify you that before hand and their pistachio pizza is definitely one of the best I have ever eaten. But most importantly their price points are perfect and is not too expensive for the experience and London. Highly recommend a must try
