The Windsor Restaurant & Tea Rooms Penarth in The Vale of Glamorgan

My go-to place for breakfast. Good sized plate with tea or coffee included. Staff always cheerful. Very reasonable price.

My wife, our neice and I visited here yesterday for lunch and realised we had found a real gem. From the friendly staff to the plentiful and extremely tasty food we couldn't fault it. I must say it felt a bit like stepping back in time but in a really comfortable way. No superfluous flash here, just honest to goodness traditional tasty food and good old fashioned courteous service. My wife and I had the chicken curry whilst our neice chose the lasagne and we all thoroughly enjoyed our meals. This was our first visit to the Windsor but it certainly won't be our last. In fact, we're already looking for a reason to pop over to Penarth again. Or maybe we don't need a reason other than to sample some more dishes from this delightful restaurant.

Visited with a friend for lunch I had Quiche and chips with a pot of tea. Really nice Quiche. £11.59 would visit again and try the cake!

A lovely, local café at the far end of the Windsor Arcade, Penarth. Simple but good food, well priced with good quality service.

Don't bother with the 'All Day Breakfast'. Eggs were not cooked, bacon really tough, poor quality sausages, cheap baked beans (half a plate full), toast was already buttered and soggy. Needless to say I left hungry. When they collected the almost full plates they didn't even ask if anything was wrong. This must be a regular occurrence for them. I paid the bill in full and left. I certainly wont be returning to this establishment.

Been there over 15 times now for a meal. Every time the service has been excellent and the food has been amazing. The fish & chips is my favourite meal but I have tried several others. The chicken curry, the Lasagne Verde and the breakfast were also very nice. The creams teas in the summer were also really good. Plenty of hot drinks, cold drinks and a few alcoholic drinks to choose from. They also do sandwiches, baguettes, Panini's, cakes, deserts and jacket potatoes. They also have a selection of Vegetarian meals. Definitely recommend this place to anyone.

Overall the experience was fab! Food was lush and the outside table we sat at was lovely! Only downside was we had to go inside a couple times to get the servers attention to be told we would be seen to soon. Perhaps it was busier for the staff than expected that day.

This place is definitely worth a visit if in penarth you will not be disappointed. The food is always tasty, piping hot and value for money with a good amount of choices on the menu, where else can you have a quality full English breakfast cappuccino and orange juice,and toast for under £9. One of the servers, Kerry is really friendly too.

Great place to go to for a good old fashioned cooked breakfast with all the trimmings, friendly staff and relaxed atmosphere. Worth a visit.

We popped in for breakfast on a Saturday, the staff were very friendly and the food was great. The breakfast came with a coffee and orange juice included in the price which was very good! Will definitely visit again if we are in need of breakfast in Penarth ☺️

We had quiche plus salad, and I have to warn you, this was a serious salad: large portions of everything including coleslaw, beetroot, cucumber, pickled onions, red onion, potatoes, rice plus of course a very nice quiche. It was a huge plate of salad and excellent value. My only regret was that as we sat down we could see an array of enticing cakes and puddings, but by the time we'd finished the salad we were too full to have a dessert. The staff were, of course, efficient and friendly. We must go back for coffee and cake soon.

Visited with wife and mother in law for lunch excellent food excellent service one of the top places to eat in Penarth just a real shame none ever have enough space to fit the homemade puddings maybe one day if we share a main meal but everything to good not to try at least once

Traditional English breakfast at a reasonable price

Worst customer service I’ve ever received. Walked in and wasn’t greeted so saw an empty table. Went to go and sit at the table with my partner and was screamed at by a server saying that table is reserved. The server didn’t have a clue what she was doing and there was no organisation at all. How on earth are we meant to know with no one contacting us this behaviour was unacceptable from the server. I hope management of this establishment see this and take action with that individual. If I could give this restaurant a 0 I would. Never recommend. Avoid at all cost

Me and my friends came here to revise before an exam, the atmosphere here was simply calm and the outside seating area, under the shelter was a different vibe to sit down and get to work. The Cappuccino was absolutely lovely and made really well, with just the right amount of foaminess. The Black Coffee was refreshing. The waitress was incredibly nice to us, and chatted to us about our revision and wished us good luck. Overall a great experience and we smashed the test that's to it.

A cracking place for a hearty breakfast, does get busy. Service superb, faultless even. A very well run café, I honestly couldn't fault it.

First visit here post covid and it came up to all our expectations. Cosy, friendly atmosphere, excellent home cooked food and generous portions. We’ll visit again soon.

Called in for lunch after giving some of the more "trendy" places a miss for various reasons. We sat in the delightful outdoor booths in the warm October sun (indoors is lovely too). Great choice of traditional food including for us as vegetarians. Excellent lunch in spotlessly clean, comfortable and attractive surroundings. All the staff and management were so friendly, welcoming and attentive that we want to return as soon as we're next in the area. Many thanks

I went on a Saturday morning for breakfast. The breakfast was great and the service was friendly, polite and efficient. We sat outside had our breakfast, chatted and watched the world rush by. I would definitely recommend this place.

My friend and I visited here for lunch. What an adorable & quaint place, we loved it! The staff were the most friendliest, welcoming and accommodating people. The restaurant was immaculate and had a homely atmosphere. We sat in their lovely outdoor seating area and blankets were provided on the back of the chairs for customers which was a very thoughtful touch. The food was delicious, fresh, tasty and excellent value for money. I can’t recommend this place more highly and will definitely be returning soon and am looking forward to doing so. Such a super place! 10/10

Popped by as was wandering through the arcade and saw this lovely looking place. I checked before taking a seat and found out they don't provide vegan sweets and desserts. They do have gluten free options though. The staff member was friendly and did apologise.

In my opinion the best restaurant in Penarth! The Windsor offers good, traditional mostly homemade fare with good sized portions, and at a fraction of the price charged by fancier establishments. Though no Dishes of the Day were available at the time of our visit, the regular menu offered a wide range of dishes to suit all tastes, including Vegan. Service is friendly and helpful, with cold drinks served cold and hot food served hot!
