Located in an old Library (probably from the building's time as the London County Council) we had an excellent 6 course tasting menu with glass of cava, purchased through Time Out. The 2 initial courses of celeriac hummus and sweetbread nugget were surprisingly good, having been unsure about both, they were actually delicious. This was followed by charred mackerel, lamb meatball and then pistachio and pesto encrusted cod. To finish, again not something I would have necessarily chosen off an a la carte menu, was baked figs in honey with sour cream, though not the greatest dessert I'd ever had, it was certainly sweet and still enjoyable. With the view out to the river this was a great experience, particularly at only £30 per person

Booked for afternoon tea with my sister and it was fabulous - we were seated by a window with excellent views over the river. I used a Virgin gift voucher which stipulated "free-flowing bubbles" but this was for Cava and not Champagne which was misleading. The hotel were unable to do anything but suggested we could take back the voucher and return when it was sorted out with Virgin. Did not bother to do this as had come a long way and the Cava was absolutely delicious, unlimited top-up of glasses throughout the afternoon and the sandwiches were replenished, scones tasty but unable to eat all the cakes so we took them home for later! I was even presented with a birthday cake which was a lovely touch. Excellent service from "Constantina" throughout our afternoon tea and I would definitely return without a doubt - highly recommended!!!

We have visited The Library on many occasions. We had the 'free flowing' Champagne Afternoon Tea and after 1 hour of being seated the manager came up to our table and sarcastically commented that we hadn't got very far with our food. Then exactly 1.5 hours after we had sat down we were given the bill with no warning. When I questioned this with the waitress she told me that the policy was now to serve the champagne for 1.5 hours and then guests had to leave after they had been seated for 2 hours. I explained that I had never experienced this before, that I had never felt as if a clock was ticking, could sit without time pressure and enjoy the experience. Previously, if the table had been needed we were relocated (which had happened twice) to the bar with the rest of the bottle of champagne-a lovely touch. She said that yes that did still happen but that today the table was needed back. She apologised.I went to find the manager to share my disappointment and he pointed out that terms and conditions stated, that the table was available for 2 hours and the 'free flowing' bit was for 1.5 hours. I explained that we had not had this experience before or had been informed of terms and conditions on booking. He said this was unfortunate. Begrudgingly he said we had 15 more minutes. Exactly 15 minutes later, the manager came to the table and told us he needed it back. I have never experienced service like it; together we spent over £300! Go elsewhere to feel valued as a customer.

I have been to The Library at County Hall many times, as have our friends, so that's why we decided to celebrate my husband and friend's 50th birthday here. We were all excited about such a special celebration and had high expectations, given the excellent service we have received on previous occasions. However, this time we were sorely disappointed. We booked the unlimited champagne afternoon tea and although the champagne was 'free-flowing' initially we were shocked when we were suddenly presented with our bill and told that the unlimited champagne had finished, as it was only for an hour and a half and they needed the table back. There was no warning and this was the first time we had been informed of this new 'rule'. At this point we were only half way through our cakes as we wanted to savour every moment. On previous occasions we have been able to stay until we had finished and not felt any time pressure at all. In the end we had to pack up the cakes we hadn't eaten (even this surprised us as when we asked to take them away we were just presented with boxes and had to pack them ourselves!). The Library used to stand out because of it didn't have a 'set time' for your afternoon tea. Sadly it doesn't feel special or unique anymore and I will no longer be recommending it or revisiting.

More sandwiches were offered. Scones were warm and very light and the selection of cakes just lovely. Service was attentive but not intrusive and our experience was topped off by the treat of an extra glass of champagne and a special individual cake for my sisters birthday. All this with the best view of Westminster and the Thames on a glorious Sunny September Saturday.

MORE AT TripAdvisor

The Library at County Hall is a wonderful venue with historic connections and fabulous views of the Thames. It has been sensitively converted into a very comfortable restaurant and is extremely convenient for Westminster where we had been on a tour of the House of Parliament. We had booked afternoon tea, some months in advance, and on the day arrived a little early but our table was soon made ready, however it was sadly not in one of the book-lined alcoves that we hoped for but was in more of a junction between the 2 rooms that make up The Library. The manager said it was impossible to move us as as the other tables were all booked. The food was not exceptional. The sandwiches were dry and had very little filling, the scones were average but the cakes were really delicious. There was a wide variety of interesting teas and we very much enjoyed the well-chilled free-flowing prosecco that we had purchased as part of our 'deal'. After we had finished our meal, one of our party told us she had contacted the restaurant the day before to ask them to make some acknowledgement of the fact that 2 of our party were celebrating important Birthdays but sadly nothing special had happened. She received an apology but frankly that didn't really make up for her disappointment. We didn't have a bad time but I probably wouldn't recommend The Library, I have afternoon teas in other top London restaurants that were so much better than this one.

First visit to the library after a recommendation. I booked this for my friends birthday, and made a note of the birthday on the booking. We arrived 15 minutes early, which was no problem and we were shown to our table. Our waitress Aurora was very knowledgable and attentive. Checking to see if there were any ingredients in the sandwiches which we didn’t like (I’m not keen on salmon) an alternative was offered without issue. The food arrived promptly and obviously freshly prepared, not a hard sandwich in sight. We were offered additional tea and sandwiches at no additional cost. The champagne was lovely, I’m normally not a fan, and the range of tea on offer was extensive. The waitress even provided me a note on the tea supplier as I loved mine but had never heard of it. After we had finished our food the Library sent out a sponge cake on a plate decorated with happy birthday which we were able to take away. A really thoughtful touch. Overall a fantastic experience and I would definately return.

The Library at County Hall serves a fantastic afternoon tea but with the added bonus of an incredible and interesting setting, wonderful views and great staff. A lovely selection on teas with a great way of allowing you to test and choose what to go for. Without doubt one of the best locations for afternoon tea in London, it is definitely my top choice!

This is a fantastic afternoon tea experience with excellent food and plentiful amounts of it. The location is also an oasis of calm on the otherwise frantic south bank, with lovely views over the Thames. Two areas to improve would be:- Service was ok but not especially attentive - The champagne was a cheap brand and also left around, meaning some glasses poured were quite poor. At £10 per additional glass this is very bad value for money. Don’t cut corners Marriott!!

It was my wife's birthday and we went to this excellent restaurant to celebrate. The setting was wonderful. A classic room with Thameside views. We had the set dinner menu. This was £29.00 for three courses and a glass of Cava. Great value, as all the food was very good. Service was exveptional and my wife was given a small complimentary cake set in fruit. Service was exceptional. A great evening.

My wife and I were given a voucher for afternoon tea with champange. We were greeted by Dylan the friendly, and helpful manager. We were quickly seated at a table, with a river view to Big Ben. Dylan our waiter popped the champagne, and started our afternoon delight. Gareth had been well trained, and talked us through the afternoon tea menu. Whenever our glad was close to empty, he topped us up regularly for the next one and a half hours. It was all delicious, and we had seconds of sandwiches, and left with a box of leftover cakes and scones. It was a real pleasure. Thank you, Dylan and Gareth!

It was my first time visiting the Library room for afternoon tea and I will definitely be returning. The manager on duty (Darryl) was extremely welcoming and attentive. Our waitress was so friendly and informative of all the different options of tea and the type of lunch we were receiving. My friend and I had a really fabulous afternoon, I would definitely recommend. Our table was also looking out onto the Thames and Big Ben, great views!

I simply cannot fault the experience i had when having afternoon tea at The Library at County Hall. First of all, the building itself is simply beautiful, it's worth the visit just for that :-) When you step into The Library for afternoon tea you're immediately met with peace and tranquillity, and if that wasn't enough, you then see the view, wow! You have the Thames and all of the glorious sights surrounding it right in front of you, simply amazing. The afternoon tea itself was delicious, one of the nicest I've had in a very long time, typing about it now is making me want to go back! The service offered by the staff was faultless, they were so attentive, and happy to answer any questions or offer recommendations when asked, customer service at its best. All in all, i'll definitely be going back!! :-)

Enjoyable afternoon tea, great views. Plenty of food provided. My glass was never empty for long. Sandwich section was really good. Not your average fillings. The gentleman who seemed to be in charge was really friendly and helpful. Staff within the hotel were also very friendly especially Graham who stands on the front door greeting people.

I have been visiting the Library Rooms for years for afternoon tea. It used to be such a lovely relaxed experience that was most definitely value for money.Last year the price increased from £39 to £43 per person for afternoon tea with unlimited bubbles (I was last there in February with my friends still value for money). On Saturday my husband and I treated my nephew and his fiancée to afternoon tea, they travelled into London from Kings Langley, it was a special treat as they don’t often get the opportunity to go out without their young children. The price increase at the end of April to £59 per person, no longer value for money. In addition to that we arrived at 3 pm, was seated at 3.15 and was told that our time was up at 4.30 pm and given the bill (considering the waitress spilt hot tea down my arm), I felt the experience in no longer the same . I was shocked as I had never been asked to leave at 4.30 before, previously I always booked the 3 pm or 3.30 pm slot and left roughly at 5.30.The sandwiches were not to their usual standard and they longer offer a selection of savoury and sweet scones, just sweet scones. There were no real cakes only ganache type fondant things.I have an allergy to cucumber and was given soggy tomato spread and lettuce replacement. I think it is safe to say I will not be going back to the Library rooms for afternoon tea.I am now looking for a replacement for my laddie friends and I to frequent on a Saturday afternoon.

Service and setting are first class. Amazing staff that are genuinely friendly and helpful. Bottomless champagne was free flowingI had been here for a previous visit last summer and was slightly disappointed to see that instead of a mixture of various savouries this time it was just sandwiches. All of the sandwiches were delicious but one of the reasons I chose here again was because of the variation that was on offer at our previous visitThat said I would still recommend this as a great venue for afternoon tea but please bring back the mixture of savouries as this in my opinion makes you stand out from the crowd

My Mum and I visited a few weekends ago for a 1.5 hour bottomless Champagne tea. The Library is beautiful - a wonderful setting in a spacious and beautiful room - and the service was great. Whilst it took a while to get seated, Diva who looked after us following this was incredibly attentive, polite and friendly - we loved her! Plus, I had forgotten to print off the voucher we had for this experience and Mai was able to print this off for me - super helpful. A great team all round.I am vegetarian and this was dealt with easily - the food was AMAZING and there was far too much for us to eat. Whilst we only had a 1.5 hour slot, we stayed for around 2 hours and were not asked to leave, nor was the champagne stopped. Thank you to everyone who served us for the wonderful service, we will definitely come again!

Took my husband here yesterday for afternoon tea to celebrate our anniversary. Staff were very welcoming, polite and efficient. We were given a window seat and a selection of teas offered. The tea itself was ok but I think here you pay for the setting. 5 fingers of sandwiches, two scones and three different sweet things. Refills of sandwiches were offered but they were not that tasty in the first place and quite basic. I would have liked at least one other savoury thing- a mini quiche or similar- as the sweet things offered were delicious but there are only so much sweet things you can eat in one go.As a treat and for the view and setting this was well worth what I paid, but the tea itself is not the best I have had.

The Library is in the Old Greater London Council building so it does have a certain interest for those who remember the GLC. The dining room is charming; as the name implies, you are surrounded by books and this, coupled with wonderful views over the river Thames, makes for a very pleasant dining experience. Between us we tried quite a range of dishes and enjoyed them all. Service was efficient, friendly and with a sense of humour.

Having never had a free flowing Afternoon tea experience I wasn’t sure how it would pan out..... my sister and I really enjoyed ourselves . We never had to ask for a top up as the waitresses were there before we needed to ask. They also asked if there were any sandwiches we didn’t like the sound of (EGG is always a no no for me) and didn’t serve any and refilled the plate with more sandwiches . Loved the scones and macaroons . Not a huge variety of teas but we were both happy with the selection. The only thing I would change is asking a manager to sit down, look out across the Thames and assess if he/she wants to look at anti pidgeon wire on the window ledge... obviously needs to be there but what about a strip of glass frosting just to block that out...... A tasty and memorable afternoon.

The worst high tea experience that we have had. We booked for the gin and tonic afternoon tea for 2 persons on a Saturday afternoon. The Hotel lobby is gorgeous, highly polished wood panels and were met by a very polite and helpful lady who showed us through to a male who smiled and sat us at our "table." Although any advertising photos show cake stands, fine china tea pots and cups and gin glasses on the usual white tablecloth that other establishments have for these teas our "table" was a coffee table height metal wobbly table and as the chairs were usual dining height this meant that it was far to low. The waiter brought our cake stand and told us what the sandwiches and cakes were then brought our gin and tonics, these were full sized gin glasses filled with mostly tonic, gin taste barely recognisable. After this we were practically ignored. The 2 ladies sitting by us already had approximately 2 thirds of there gin in glasses as well as 2 empty glasses and were given another We actually witnessed them have 5 each after our arrival, the reason we mention this is that we were amazed that they both stood with no trouble and walked off in perfectly straight lines????? confirmed our suspicions that there was very little gin! After we had sat with empty glasses for a fair amount of time we had to ask for another, these were brought to us eventually. At no point did anyone ask if everything was ok.... even a Wetherspoons have staff that ask this! Now to the food.... the cakes were absolutely delicious but the sandwiches were dry and seemed as though the bread had been left out for sometime before being used, there were 4 finger sandwiches each equating to about 2 crustless normal bread slices per person, altogether there were four of these metal tables in use including ours and none had been given tea. The rest of the room was full now with people having drinks and was fairly noisy along with the very current type music which we have never experienced on one of these teas before. We decided to leave and felt no guilt in not leaving a tip, something that we would not hesitate to do if the service had been good. SO IN A NUTSHELL ...... it is a pub! Looks as though someone came up with the idea of filling some seats with tea but have not put any thought into it, at £41 per person it isnt much cheaper than the excellent Ritz, Browns, etc. We are not normally grumblers (feel free to read any of my reviews on trip advisor of other places) but just a warning for people.... if you want to sit in a pub atmosphere with nice cakes but poor sandwiches with extremely weak gin and tonics, being ignored then this is the place to go, but if it is the high tea experience then go elsewhere.
